This specific report was published on June 29, 1994 and functioned as an announcement to Congress regarding the UN Conference in Cairo that following September. The report states clearly that the conference will discuss issues that are of both "fundamental and controversial" including reproductive rights, women's rights, and funding of population programs. It further explains that this conference is being held to address population issues of global significance, and lastly states that abortion services supported by the US is also to be considered on the agenda.
